What Is ICAO?

ICAO stands for the International Civil Aviation Organization, a United Nations agency that sets global standards for air travel documents — including passports. Their Document 9303 specification defines exactly how a biometric passport photo must look so that automated facial recognition systems at border crossings can reliably identify passport holders.

The Six Core ICAO Requirements

1. Head Position

The subject must face the camera directly, with the head neither tilted nor rotated. A tolerance of ±5° is allowed, but ideally the photo should be perfectly straight-on.

2. Head Size (Face-to-Frame Ratio)

The face — measured from chin to crown — must occupy 70–80% of the total photo height. This is the most commonly failed requirement. Too much or too little headroom causes rejection.

3. Eye Position

Both eyes must be open, clearly visible, and level. They should be positioned in the upper half of the photo, roughly 60–70% from the bottom of the frame.

4. Expression

A neutral expression is required by most countries — mouth closed, no squinting, no raised eyebrows. Some countries (like Canada) allow a natural, slight smile.

5. Background

A plain, uniform background with no patterns, shadows, or other objects. The background must contrast clearly with the subject's face and hair.

6. Focus & Exposure

The photo must be in sharp focus with even, natural skin tones. No heavy filters, heavy retouching, or uneven exposure that changes how the face looks compared to the live person.

How Our Compliance Overlay Works

Our editor uses MediaPipe face detection to locate key facial landmarks in real time:

  • Chin point — bottom of the mandible
  • Crown estimate — top of the detected head bounding box + hair margin
  • Left and right eye centres
  • Nose tip — used for tilt detection

These landmarks are used to calculate head height percentage, eye line level, face centering, and approximate head tilt. The coloured overlay rectangles turn green when within tolerance and red when out of tolerance.

Countries That Strictly Enforce ICAO

Countries with automated e-gate border crossings have the strictest enforcement because photos are processed by facial recognition software:
